1. Introduction and Acceptance of Terms
Welcome to the online property tax payment portal of the Saswad Municipal Council. By accessing and utilizing this online payment facility, you explicitly agree to be bound by the terms and conditions outlined herein. These terms govern your use of the payment gateway integrated into our portal. If you do not agree with any part of these terms, you must refrain from using the online payment service and opt for alternative offline payment methods available at the Municipal Council headquarters.
2. Payment Process and User Obligations
- Accuracy of Information: The user is solely responsible for ensuring the accuracy of the Property Tax Number, Contact Information (Mobile Number and Email ID), and Payment Amount entered during the transaction process. The Municipal Council shall not be held liable for payments processed against incorrect property IDs.
- Authorized Use: The user warrants that they are authorized to use the chosen payment instrument (Credit Card, Debit Card, Net Banking, UPI, or Wallets) and that the instrument holds sufficient funds to clear the transaction.
- Transaction Fees: Depending on the payment method selected, convenience fees, processing charges, or banking surcharges may be levied by the payment gateway provider or the user's bank. These charges are independent of the property tax amount and are strictly non-refundable.
3. Liability and Transaction Failures
The Saswad Municipal Council utilizes third-party Payment Gateway service providers to securely process transactions. Consequently, the Council's liability is strictly limited to the successful accounting of funds actually received in the designated municipal bank accounts.
- Network Interruption: The Municipal Council shall not be liable for any transaction failures, delays, or drops caused by unstable internet connections, server timeouts, or banking network downtime occurring at the time of payment processing.
- Amount Debited but Receipt Not Generated: In the event that the payment amount is debited from the user's bank account or credit card but a payment receipt is not instantly generated on the portal, the user is advised not to initiate a second payment immediately. Such discrepancies are typically resolved through automated bank reconciliation within 3 to 5 working days. If the payment is successful upon reconciliation, the receipt will be available for download. If the transaction is deemed failed by the payment aggregator, the debited amount will be automatically refunded to the original source account by the bank.
Note: Under no circumstances will the Saswad Municipal Council be held responsible for any direct, indirect, incidental, or consequential damages arising from the use, or inability to use, the online payment gateway.
4. Cancellation and Refund Policy
- No Direct Refunds: Property tax payments made through this portal are statutory dues. Once a transaction is successfully completed and a receipt is generated, the payment cannot be cancelled or reversed online.
- Excess or Double Payments: If a user accidentally makes a duplicate payment for the same property and the same billing cycle, the excess amount collected will not be refunded in cash or credited back to the bank account. Instead, the surplus amount will automatically be adjusted as a credit against the property's future tax liabilities (e.g., the subsequent financial year's assessment).
- Dispute Resolution: If a user believes an erroneous charge has occurred beyond duplicate payments, a formal written application must be submitted to the Chief Officer, Saswad Municipal Council, accompanied by valid bank statements and transaction reference numbers. Refunds, if any, will be processed manually at the sole discretion of the municipal authorities following a thorough departmental verification.
5. Governing Law and Jurisdiction
These terms and conditions are governed by and construed in accordance with the laws of India. Any disputes arising out of or in connection with the use of this online payment portal shall be subject to the exclusive jurisdiction of the competent courts located in Pune, Maharashtra.
